Fiori Lauchpad Designer : no catalog could be loaded or created

Hello,

We are running SAP NW Gateway 7.40, SAP_UI is SP9, and the latest SAP UI notes have been applied :

As I am configuring "Approve Purchase Requisition", I need to add a tile though the launchpad designer.

But when running the Fiori Launchpad designer I can only view the assigned groups, I can not see any assigned catalog, nor create any new group or catalog, there are no errors in the error gateway log nor in the Chrome network Tab , it is just loading :

Same behaviour is observed through IE,Chrome and Firefox

The Netweaver gateway system is up to date

Fiori Roles have been assigned to my user :

Tiles catalogs and groups are visibles on Fiori Launchpad :

I have executed the reports mentioned in sap note  1942166 - Chip can't be added to page: HTTP 404: Resource Chip not found

(even though I do not observe such errors) but it didn't solve the problem.

Any input would be highly appreciated.
