CRM Sales Subcription too many slow ( some hours)

Hi Expert.

I have running CRM Sales Mobile 2.1 in a customer but know they want to download all datas of partners to devices.

I have created a bulk rule for DO Partner but now...the subcription for devices takes more than 7 hours. I can see in SCC that there are 600 messages pending to download.

¿ How can I fix this? Where can I change parameters to generate less messages and then the subcription proccess will take few minutes?
